Since this thread always likes to play armchair manager, what would you do if you were the one tasked with setting the direction for HoloEN? Keep in mind that anything you try and implement would have to be something the girls wouldn't balk over themselves, so you can't just turn them into a content farm and call it a day.

Kinda hard to set a goal for them honestly. Their inital goal when HoloEN started was just to get 100k by the end of the year and they blew that away by their first day. I assume that the next one they had was 3d and for some even performing on stage. Depending on how much hopium you've inhaled, both might be within reach in march. So what's next? Vtubing is still niche so they're never gonna get the kind of work that HoloJP has (sponsorship that isn't just shill streams and minor appearances, anime cameos, etc). Their path forward, I think, is to do what FBK did and just keep streaming and reaching out, as nebulous as an advice as that might sound. They need to extend the reach of vtubers so that they're not stuck as just another streamer group. The fact that the JP talents embraced the whole Idol larp really worked for them but I don't think EN can enivision themselves as "idols". Maybe Holofes kickstarts that whole process for them.

Up until June 2020 I doubt Cover, overall, had more than 20 people in managerial positions.

Fucking Tanigo, the CEO of the company, managed personally Holostars until they found one (1) person to take over the role.
The girls clearly self managed except when people assigned to manage them were busy stalking and sexually harassing them (see: Mel).

And yet the girls, with all the freedom that lack of management and direction gave them, managed to go toe to toe with the largest vtuber companies in the world (Nijisanji, Upd8, .LIVE) and eventually managed to supplant them for an unconstested #1 worldwide position.

Then and only then HoloEN was founded, resting on GINORMOUS shoulders. If streamers in the fucking EN market are waiting for japanese managers to tell them what they are supposed to be doing to at very least match their japanese counterpart in a market they know A WHOLE LOT FUCKING BETTER than clueless boomer and GenX nips they should hand their resignation letters and do the company a favor by killing themselves on streams for the numbers.

If Coco, Miko, Aqua, Pekora or even fucking Subaru can figure out what they can do to attract an audience and prosper even after losing the biggest foreign market they had (China) in the absence of any clear direction from management (which only started getting serious more or less after December 2020) EN girls can too and if they can't they are better off graduated and replaced

It's a vicious cycle unfortunately. It wasn't always like this though. A few months ago, the thread kind of reached a perfect balance whenever Kuzuha won the day but the Holo's dominated everything else. It gave off the feel that Hololive still dominated which placated the holofags but Nijisanji still had arguably the number 1 or 2 Vtuber (as per CCV) which put Nijinigs at ease. Everything went downhill after Kuzuha started to recline and Holo just dominated point blank. The period from Holox debuts to when CCVid got spotted was arguably the worse ass whooping that the thread had seen. With nothing to keep nijinigs at ease, shitposting and EN vs JP loops became more prevalent. Threads a lot calmer now though.

The only criticism I accept for EN management is that they are not pushing hard enough for permissions.
In the way intellectual property is structured there is no way to secure worldwide permission for any property, as copyright is inherently a national law matter.
That means JP management will OBVIOUSLY prioritize getting JP permission and it is also OBVIOUS that EN need to secure their own permission for their own market, which they are clearly not doing it right.

Other than that any shortcoming attributed to management clearly rest on the girls shoulder for being too dumb to do the job they were hired to do.

It'd be a disaster to encourage content control from the management side especially at such a late juncture, so do the opposite, massively improve the content support structure under talents' direction. Talents set creative direction, production staff do problem solving including untangling permissions and other roadblocks, and the result appears like magic to the audience. Cover is perfectly capable of putting together good project management, HoloGra is the perfect example of a production team that consistently pumps out 1-mil view videos with nothing but voiceover input. Likewise, their concert production crew is quite good. A-Chan's main channel skits are just one of many things she does and she's just one person. Polka's series functions on a single intern. Omega is... yeah. I don't see the same from EN staff yet and that's the current problem. Extend this to the whole company, have one production team per generation, and recruit them at the same time as auditions so that future gens get used to the idea of having a content support staff rather than just managers.
I don't think there will be immediate results but a steady march to media production company rather than streamer management is necessary for long-term success at this scale.

I'm not really interested in the short term fluctuations but I'm very curious to see how these two companies' strategies develop.

Except Hololive was first and Nijisanji are the quickly exploding and expanding one. Just because Hololive had a bit of an explosion later on that doesn't mean Nijisanji didn't get massive quickly. Nijisanji is getting more generally popular but the individuals in the company suffer. Hololive rides it's talents and the individuals get a chance to shine and thrive.

Hololive's box is stronger than Nijisanji's box, by a large margin. This tells me that Cover is actually the ones with the audience who will watch whoever is live, who show up to events even if their favorite isn't there, who are less likely to ditch if someone they aren't familiar with is on the screen. I think this goes directly against the thesis that Cover has a bunch of talent-specific superfans and rather shows that they're cultivating a generalized fanbase of Hololive as a whole, and I think this applies to both the JP and EN branches. For whatever reason, the "different appeals" point for Niji hasn't actually resulted in a "generalized and shared fan community" but rather multiple specialized communities that really only show up as Niji fans as a whole during company-wide events.
Now, I personally don't think this has anything to do with company strategy and is mostly about how the talents/livers have grown their own personal brands, but the result is the same. Hololive talents have managed to grow a general audience while still retaining specific audiences for each channel, but Nijisanji livers less so. And this is because HL have enough similarities that fans are willing to show up elsewhere, while more diverse appeals of each Niji liver may grow a larger overall audience (JP only atm) but that audience doesn't cross between livers as easily.
You see a similar thing in 3D streamer cliques, or even in YT audiences, so I'm pretty confident. Similar appeals will share audiences, whether it's within frequent collab groups or just in similar content niches, while the more someone diverges the less audience they share even if they're associated in some way.
