This isn't true at all. The Twitch VOD views are our version of a fucked up metric in that they count anyone who's clicked the stream. I'm an indie with 20 viewers and my VODs regularly have 90+ views. Most streamers care a lot about Youtube because it's where a majority of their audience filters in from. You cannot be discovered if people don't know you exist, that's most have fairly up to date YT channels for highlights.
