I'm no vtuber historian so some of what I say may be wrong but here's what I can tell from my casual observations: Hololive was initially smaller in Japan than Nijisanji, but bigger in China (don't really know the reason for either). Chinese clippers started making Hololive clips, most importantly English sub clips while Nijisanji was getting far fewer eng clips. 2019-2020 was basically dominated by these Chinese clipper channels in the English speaking world. 2019 had the debut of NijiID where Hana become minorly popular with English audience. But in 2020 HoloEN debuts and manages the capture the pre-existing audience from clip viewers. NijiEN is late to the party with their debut over half a year later. At this point HoloEN has already massively grown.

So basically HoloEN got lucky with clippers and then debuted their English branch at the right time. Nijisanji had less English-subbed clips and debuted too late when Hololive basically become synonymous with vtubing in the west. I'm not sure if the previous generation of video-style vtubers like Kizuna Ai have any relevance to this development other than coining the term and introducing the concept to a large number of people.

After reading all the well-thought opinions in this thread, the most plausible explanation seems to be Cover upper management specifically blocking Nijisanji's EN branch.
Not managers or branch staff, but the higher ups that probably think NijiEN is a real competitor for the same market.
Makes sense if you consider Vshojo's fanbase doesn't have much overlap and other agencies are too small to care.
Doesn't make sense if you consider NijiEN's numbers were laughable before the boys debuted and other agencies are growing even faster, though we don't know if they're banned too.
