I don't think there re-verification, it's probably something more retarded, imagine this;
The stream has a potential of 100k, from that number, only (let's say) half of them are pre-certified, so it doesn't matter if they join early or late, they will always be counted, they are whitelisted.
Everyone else just keeps piling up on a verification queue, which is not verified live because by the time they finish validating, the viewer might not be watching, so they do it after the video finishes processing.

TLDR: YT is NOT verifying viewers as the live is running, they are just making sure that the whitelisted viewers are actually watching (not muted, tabbed in, etc). The current CCV number reflects the portion of the viewers that are 99.9% confirmed real and I would guess that, on the final cut the streamers see some days later in their analytics, is adding viewer that are something like 80% sure they are real.

They probably run a fuzzy logic model or a shitty clustering algorithm to determine those percentages.

Flagged users are completely discarded during the stream. Flagged accounts are verified ONCE every 24-48h and, if they pass, all their activity is added to the metrics. This is what creates the discrepancy between what the streamer sees in their analytics and what is shown during the stream.
The verification process is not getting slower, there are just less un-flagged users that do not need to be verified.

If that theory had any merit it wouldn't have taken about 35 minutes to go from that low point after the intermission to the same point before the intermission.
If "verified viewers" were whitelisted there would have been a much steeper rise after the show started, like it happened with Marine when her live got the audio bugged and had to be restarted.

Instead it took 38 minutes to "onboard" 20k viewers after the intermission, a behaviour very similar to the "waiting room cull recovery".
I maintain the theory that once an user leaves and reenter the stream he is queued again for validation.

Strangely underperforming streams happened in mid December but it started getting more and more obvious with as time went along. Post Christmas it started being debated with many people still thinking it was a holiday thing. The decay has been exponential so I don't know how easy it would be to find but I don't think we need to since there was a big update around the same time. They removed the ability to access the dislikes through the API on December 13th. Does Youtube release patch notes? I don't know the complexity of a hard roll back for youtube, I've only had to do it with a few git commands.
