It does affect VOD views, but those are parsed and verified at a much slower rate over a period of time that can span several days. The more immediate effect depends on who you ask. There are many sponsors that will tie payouts/benefits to the CCV metric as it happens, ads are paid by impressions (every time an ad event is successfully triggered) and are thus not affected. YouTube Premium payouts are more of an unknown since we don't know if YouTube will punish false positive "spam viewers" and reduce payouts to creators, however, those are paid for by watch time and thus shouldn't be affected. The only other damage is psychological, with both viewers and steamers losing the hype factor if they perceive an event not producing the desired results, but you cannot really quantify this beyond the assumption that "more hype" means "more money".

It's not something that's completely provable but it's a well known fact among advertisers that showing people your product has sold in big numbers makes them more likely to think it's good and therefore buy it. The same principle applies here, if someone sees a stream with low numbers watching it they're likely to think either the content is bad or they're reading superchats etc. and would rather click on one with the higher viewcount.

I am a Watamate and I thought it was a total dud before I even checked what numbers it got, she really seemed to lose focus after her sololive and had a weird end to the year culminating in that mess. Still though Watame is above average in popularity and seeing 28k set off alarm bells in my head as to the cull that ended up happening because no matter how bad the quality was there's no way in hell an anniversary 3D of a top half Hololive member could've been anywhere near that low. Obviously the cull was nowhere near as bad then as it is now though, if I had to guess the CCV it would've gotten a week earlier I'd say around 40k

Honestly, all it takes to fix the viewbot issues plaguing livestreams on YT is to get someone or a team to manually review streams based on their channel analytics and their chatters. If what they see is suspicious, then flag the channel and flag all who's watching it that does not engage (like, chat, moving to multiple tabs). It was an obvious white flag for Holos or vtubers that already possess monetisation and memberships. A simpler idea is to whitelist any channels that has members of over 100 because that's the new meta of yt livestreaming now.

yeah, that's not going to happen. You remember how tictok moderators sued them for psychological damage after moderating their platform for too long? The same thing happened to youtube way back in the day, that's why even if they can afford to hire people to do this work they won't, because they don't want to deal with this lawsuit stuff. And it's also why they give their bots such free reign, because the PR hit is still far better than being on the hook for psychological damage for their employees
