NijiEN management has nothing to lose and a lot to gain from a collab with a larger company that 90% of their fanbase is already aware of (and at least 75% watches too). HoloEN does, at least in theory, have a chance of "losing" fans to NijiEN, or at least having their "competitor" grow, which is enough for some psycho manager to block it.
The Ollie collab was pretty explicitly a "later" thing, especially if the one people think was Ollie in the past really was her (because why would management schedule it and cancel it instead of just saying "No." at that point?). So with that in mind, a vtuber company's management should realize that trying to create a bubble or stop other companies from growing doesn't actually help them, and in fact collabs can be marketed in such a way ("NijiEN and HoloEN finally collab!") that it benefits both at very little cost to either.

This seems the most likely to me based on what we know. I know that Kiara watched the debuts because it was the same night as the Fish Tank collab and I was watching a little of it between the debuts, and Kiara mentioned seeing just a few bits of Fish Tank which matched up with the bits I saw.

Prior to that, Pomu obviously knew about Kiara when she debuted in Hololive. Kiara might've known about Mint if she did her indie reps, but it seems unlikely. I don't think that they would've known each other prior to that; from my understanding Kiara just worked for a small idol agency which Mint likely didn't know anout.
