I said it in another thread, but again, VOD views and CCV are different metrics. You can't make any assumption about CCV by comparing VOD views unless you can be totally sure that two streams have the same, or at least similar level of viewer retentions.
For example, imagine this: there are two streams A and B, assume their durations are exactly the same and they don't gain any additional view after the stream is over.
There are 10 people who watch stream A. Because they are busy, they have to take turn to watch. At any given point, there are only 3 people watching it. As a result, stream A will get a peak CCV of 3 and 10 views by the time the stream is over.
Similarly, there are 10 people who watch stream B. However, since they have more spare time, or maybe B is more interesting, all 10 decided to sit and watch from the beginning to the end. Because of that, stream B will get a peak CCV of 10 and 10 views by the time the stream is over.
Both streams will have similar views (10), but B has 3x higher CCV compared to A - yet, there isn't any culling or CCV fuckery going on, it's just different viewer behaviors.
All in all, those VOD views comparisons are generally meaningless for /us/ if you are trying to use them to speculate whether there is a new CCV fuckery in place. We simply don't have access to a lot of factors (i.e: viewer retention, watch hours, etc.) for that.

HoloPro (Hololive + Holostars) combined CCV and watch hour graphs for 2021.

Some notes:
- Coco graduation peak really sticks out. Pre-graduation buff is also visible in the peak graph.
- HoloX debut buff was huge for whole Hololive. Especially compared to Council debuts in August which barely made any difference in the graphs.
- Hours streamed was slowly trending down the whole but HoloX debut restored the streamed hours to January levels.
- Not counting the HoloX debut Hololive audience size seems very stable at monthly scale. HoloX debut did increase it but it remains to be seen how much.
