Issue here is, they did, but they are a very difficult market to sell to. Great salesmen, but awful clients due to so many restrictions. Cover saw the effects of the first great issue and decided to bail out since it was obvious this issue was not going to stop anytime soon and affect sales.
Western market is also picky, but there is way more market variety to sell to, to the point that you can either be super seiso or an absolute degenerate that swears and does toilet humor 24/7, and still have a good amount of people interested in what you are showing.

Based on my experience with Ukrainian i'd say that Slavic languages seem pretty close to English learning wise, i didnt get too deep into it though so maybe its a lot more difficult when it comes down to more complex aspects of the language. English is still the better choice either way though.

The way I see it there are two equally-likely possibilities here.

Hololive is no stranger to jumping on popular trends. So to them, doing EN streams is no different from starting Undertale, covering KING, or trying ASMR.

JP is only so big, and Cover believes overseas growth is the next step. China was the original plan, but now their sights are set on the west. And unlike the China plan which relied on official partnerships and translators, Hololive's growth in the west has been completely grassroots, mainly driven by clippers.
The positive attention is great for growth, but the obvious downside is that the clips get more attention that the streams themselves, and you can't sell memberships and superchats to people who don't watch streams. So Cover is pushing for its talents to learn English to turn those clipfags into stream-viewers, so that those stream-viewers can then become paying members.

Realistically, it's probably a mix of the two.
