Has new terrain been generated below the old z limit or is it only in new chunks?

Kinda. OP shrank the world border around the chunks where stuff had been built, then all those prunned chunks outside the world border were regenerated in 1.18. The chunks inside the world border remained the same but now go deeper like 1.18 chunks do, that's why people are digging in autism hole to reach bedrock again.
