I think Suisei and Toko are pretty much best friends tier. You would only go so far between companies if you're just friends. The amount of stuff she could or would do might be lesser overall, but she constantly strives to do things with Toko and will do anything in her power to make it happen despite the company boundaries.
It might just be me and my conspiracy theories, but there's been a couple of coincidences between Toko and Suisei.

In my opinion. Non indies, Kuon and Ran. Hololive, Matsuri and Towa. Matsuri and Suisei go way back. She rarely collabs with Towa but the few times they interact their banter meshed perfectly, no holds barred, they also went out together sometimes. Plus Suisei came to Towa's 3D event almost every time. Suisei and Haachama feels like siblings. Haachama dont usually tryhard in games, for some weird reason she never plays the games she is really good at in most collabs. But with Suisei she suddenly became a tryhard and their banters, like TowaMachi have no holds barred. Their Clubhouse 51 collabs are among the most intense shit I have ever seen. The song "天球、彗星は夜を跨いで" was posted during the time I was in the midst of my personal career, when I was torn between quitting and not quitting Vtuber, which I had been doing for a year.
I was genuinely struggling to grow, and I couldn't see what was in store for me if I continued, so I thought, "If I don't grow, I might as well quit.

I wanted to stand on a big stage like the glittering idols I admired, and I started Vtuber alone, hoping that it would be a good opportunity for me to do so, but it was difficult to get many people to watch me.

This song has now been listened to 10 million times, but when I first posted it, I spent my meager savings on advertising and tried my best to spread it to as many people as possible.
Even so, it took a month for the song to reach the 10,000 views mark, and the million views goal I had set for it was a distant dream.

It was undoubtedly when I joined Hololive that my dream became a reality.
After I performed this song at the first Hololive festival, many people took notice of it, and today I have reached 10 million views.

you do have to read between the lines a little here though, you know with them being japanese and all. Reminder that Coco's creative differences with the staff was a reason why she left so having middle management thinking that they can do better is always a pain in the ass. Suisei obviously have shown she is both capable of marketing and execution, so I think that she have ideas that she wants but the staff is too conservative to do so. This is the same group that mishandled the Coco franchise. I actually really like this about her and I hope she stick it to their faces more.
