I wouldn't go so far as to say she is perpetually drunk but Mori has been drinking since her debut. Like a lot of her streams involve wine and other alcohol. Honestly it's really impressive with how much the hololive girls remain professional and in-character even when drunk.

You gotta understand anon that alcoholism isn't really considered an issue over in japan. I am by no means an expert, but over there businessmen are expected to share a night of drinking with their bosses or it could cost them their jobs. So drinking isn't nearly as taboo over there as it is in the west. Hell it could be considered like back then in the west where drinking is considered a good thing. A sort of staple of civilization if you. Civilization started with distillation as a sort of corncobbler would put it.
But I get your issue with it anon, because even outside of societal perception, drinking does eventually lead to terrible health consequences.

That is just wrong. Drinking isn't a taboo in the west. My old workplace even had a beer vending machine and half of my co-workers were drinking in their break also before the chink virus it was normal for a lot of young european adults to get shitfaced every single weekend
