Myth's momentum (including momentum boosters like the epic "a" meme) was entirely based on them being the first EN vtubers of the biggest vtubing company. Council (&IRyS) had none of that novelty and drew little hype from outside of the established Hololive audience. They could have gained new viewers with unique content, all of Council's content has been incredibly bland. Blame it on the anal retentive management, but the end result is the same.
I don't think Hololive will be able to expand its EN audience until it stops shooting down EN talents' ideas/becomes proactive with obtaining permissions (very unlikely, smarr famiry company) or an EN joins who is aggressive with management's restrictions and gets enough momentum out of it to avoid graduation and keep being creative (also very unlikely but more likely than management improving).

No, they should have release Council around the 6/7 year mark. Helps Myth not burn out for trying to stream as much as they can for 8 or more months, and if they flop with filling out the schedule well then within another six or so months they could introduce a small generation to cover day time dead hours.

They blew it with introducing Irys when they did, and took out a ton of hype from council due to her debuting about a month or two before them. Not only that it could bury the other EN companies as well.

Because it makes too much sense economically to not do it. For every Bae and Sana you have about 4 or 5 Gura/Kronii/Fauna, i.e. people who fit their pre-made design very well. Plus you could just get a feel for their personalities, then spitball a handful of designs around that and ask them to pick one.
