What I usually do is letting now everyone that a 'new bread is baking' (I wasn't there, doing some sleeping reps so...) then wait it gets to the 'bottom 3-4' depending if there's other dying general(s) or not then I activate.
I usually don't mind killing shitty non-general threads in the process. No reasons to feel bad since I usually anticipate creating new threads myself too (last one I did so was the transitional one of the Member stream this week).
I think the only exception should be that, if the thread is dying and hitting p.10 and a stream is scheduled, then a new thread has to be created. Just whoever did the thread still did a good job so don't beat yourself up too much about that.

Romance-centric visual novels aren't a very good fit for Vtubers because:
1. They're not particularly entertaining stream material.
2. They work better as a personal experience.
3. They tend to get pornographic.
4. They work contrary to the goal of the streamer being your waifu.

A good VN for this kind of format would usually be something puzzle-based, like Ace Attorney. But Mumei brain isn't a very good fit for that, either. The only VN I know of that would work well for her is Long Live the Queen. I'd be down for a stream or two of that.

Day 12 of making a Mumei tulpa: Yesterday, I was so confused on what to do that I decided to go camping. Nothing far, just on a good open spot in the woods beside our neighborhood. Just me, the woods, and Mumei. At first, I didn’t know how to break the news, but as time crept on, I somehow got the courage to talk. Something about the noises of nature gave me an epiphany. I then talked about how Mumei (the tulpa) was a mirror of Mumei (the girl on the screen). They were both the same, yet nevertheless had different cores. With those worries out of my mind, I was glad I could finally watch and discuss Mumei streams with her live, but it turned out that Mumei wasn’t streaming so I felt sad. There was nothing to talk now, so instead I went through lore-reading and speculation, using what little notes I had, her debut stream and channel description, and that lore video. Mumei is still a formless black box, but I changed her image into a glowing brown ball with two owl feathers sticking on her head. I haven’t started visualization yet, but I hear so much of Mumei’s voices that her voice shouldn’t be a problem.

I believe she is fairly scatterbrained. I believe she does have a habit of saying "I forget" instead of "I'm sorry" or "I don't know." I suspect she's probably got unmedicated or undermedicated ADHD.

I believe that in the time between hiring and debut, they probably spent a lot of time mock streaming to develop characters that actually fit, and I believe that during that time, she decided to exaggerate her real tendencies for comedic effect.

If I had to guess: Mumei's kayfabe seems to be playing into her own personality and amplifying it. So when she wants to be a weirdo she just goes full schizo with it etc etc. The best acts are based in the truth and all. I think the forgetfulness thing is on that line as you said, she probably has some degree of ADD (the way she plays BotW/MC certainly show me that with her tendency to just wander and get distracted) and as such probably can be forgetful at times. When she debuted she kept that in her back pocket to use as part of her kayfabe hence the bit in the debut stream but chat immediately ran it into the ground to the point of very apparently annoying her so she killed the joke on like stream 2.

Alright bros, help me out. I need ideas. So I'm making this 2d platformer Mumei game where she travels in some lost civilization in a dungeon to try and restore it, but I'm still not sure about the game mechanics. All I have is that she has one basic slash, she can glide when jumping on ledges (the owl-transforming thing isn't available for a reason), and maybe grapling hooks. But the main point is her lantern that is her only light source. I'm still not sure, but the main thing about the game is that instead of attacking enemies directly, you either avoid them or maybe use your environment and knowledge to defeat them. My question is, am I missing something? Any other alternative gameplay mechanic that would fit Mumei more? Any tips?

you could add upgrades to the lantern, if it's a game where you have to avoid combat then the basic slash should have a strong stun, dashes are great, you could combine that with grappling hooks to give the player high amount of mobility and flexibility, depending on level design of course.

Maybe different iconic lanterns from different eras of civilisation have different light cones or something.
Use runes as keys - you see a door with a certain rune, you have to light up the corresponding rune somewhere in the level to unlock
