For an agency that's still pretty cheap. Someone going indie shouldn't be going for level of model until they're already making enough to justify it anyway, you still need to be a good streamer to make it work.
Low end live2d is a few hundred and models of acceptable quality can be found at that point, though it requires a bit of shopping and you don't get the clout that can come an expensive model, which at this point is the main selling point of IV.
Not to mention PNGtubers, which is adequate enough for an indie to get to the kind of numbers Prism gets.

I think the main appeal of an agency for a talent is just the support and it brings in some different demographics of viewers. The former is important for some chuubas, just imagine Aoi trying to go indie and manage herself...
