Is there a guide for commissioning things? By which I mean giving useful information to the artist in a mutually beneficial way.

I suck at illustration and was planning on handing off a reference board, a couple notes for elements (like a specific hair style or facial feature) and some shitty sketches to some artists and seeing if they were comfortable trying it.
From my side the worst thing that could happen is they don't take the commission since I'm fine with just trusting their judgement. But is there anything i should include or avoid for the artist's sake?

Giving them what you listed is perfect and to be safe, photo references are a good idea for clarity if you need something specific.

The only thing i would say to avoid is giving them art reference from other artists (for example trying to show the style you want) unless its specifically of your character.

Because that can feel like you arent approaching them for their specific art style/are using them for prices.

Well one is a collage that includes things from games, shows, official artwork, etc to kind of give a broad idea of elements I'm trying to include but don't have the skills to.
Any artist I approach I'm going to trust to do it in their style to their satisfaction since I'm looking for someone who can do the more western style I'm looking for.

if your live2d model has the artistic assets set up for and you've paid for the advanced rigging an iphone is required to take full advantage of both. if you have a cheap model with cheap rigging a webcam will be fine.

if you get your model rigged and it doesn't have those four then iphones are a waste of money because you're limited to the same range of motion as a standard webcam. only the iphone can detect those four things.
