An updated list after some feedback on some holos which I was not the most familiar with, and some of my own considerations after sleeping. I'm still pretty confident in about 80% of the list though.
Also, be a little bit fucking realistic here people, even if you watch streams for 8 hours a day (which I do, every day for almost 2 years now) every day it's physically impossible to absorb all content from every holomem. So yeah, decisions are made with some assumptions.

Also bear in mind that by being vtubers, they are by default less sane than your average person, so the rankings are all relative to each other.

Ina is not fully sane, questionable or being generous mostly all there. Coco is in has some issues at the very least, again being generous despite you people's eternal defendings of her. Subaru is sane despite her hardship or perhaps because of them, goes up. Towa doen't have that many issues AFAIK. Rest is kind of ok. I'd say maybe Mori and Gura have some issues but eh, I don't care much so I don't know. IryS also seems worthy of going one tier up.

For you point on Suisei I'd admit I'll concede because despite her being very assertive and her having this certain strong drive to succeed that doesn't mean she has a poor grip on mental health. Suisei has this very good life self-management skill which helps her brush off anything that would affect her mental health negatively. I'd still say though that her placement in the list is still not bad as she exudes a strong desire for accomplishment which may be seen as terrifying.

For Kiara though I'd stand by my point as far as the tierlist goes. Kiara has very good communication skills, she cares very much about how to be entertaining and in collabs she is very organized, that much is true. But she has really poor self-management skills, as she lets negative rumors gets to her, and I don't need to mention about her fixation with sub numbers. You'll never know when one day she would go snap from all the negative attention she pay attention to and go full mental.

I guess should've specified that most of Rushia's standard menhera behavior seen on stream for everyone came from her father's relationship with her mother. I was just lazy and said "somewhere". There was also further ripple effects from up the family tree from one of her grandparents being fucked up. Whether those parts are majority genetic or upbringing/social surroundings or a combination isn't a question I can't answer, I mean certainly her dad's profession didn't help his mental health either. The childhood parts just established her standard menhera levels though, like her ending up around at worse Polka levels, the more worsening and amplification came from later in life; she also could've potentially ended up more better mentally adjusted like her brother, who despite having more suppressed emotions otherwise has no problems and is generally an oustanding guy.
