Council lore is just awkward. With Myth, the impression was girls with unique backgrounds that are a bit mysterious. It can be fun to ask them about the Underworld, or Atlantis, or whatever.

This is the first thing I thought when the themes were announced.
They are very "wide" and "abstract" concepts, and someone without too much experience on roleplaying a character will probably feel overwhelmed by them and won't know what to do, which is to a degree what I feel most of council is going through.
You could say that Ame is also "time" that Mori is "death" or that Ina is "Eldritch horror" and that makes it sound as vague as council sounds, but instead their themes are also funneled into a small character that's way easier for them to play, Ame being a time traveler detective, Mori being a reaper and Ina being a priestess.
