I can't speak for the japanese side but on the english side they at least don't seem quite so draconian with their talent as HoloEN management. They have been pretty quick and accommodating with trying to get game permissions and helping to plan & organize variety streams. They also actually ponied up and leveraged the company's connections for each wave's original debut song instead of telling the girls they're on their own the way Cover will.

They'll continue to bleed viewers since people that do go out of HoloEN in the EN scene will see how separate they are from the whole. It isn't as uncommon for WACTOR, PRISIM, Tsunderia, and so on from not only being in each other's chat, but collaborating with one another. i think nijiEn is just too inexperienced with collabs and probably denied some of holoeEN restriction for collabs. At least from managment side.
After the OTV disaster and the little Nina doxxing is obvious they dont make sure their talents dont spill yabs on stream and holoEN might have some restriciton put there for that.
Probably after NijiEN mature a little on their PR and Marketing game they will get that collab.
