they are similar to Americans in that they can go their entire lives just fine without knowing any languages or history other than that of their own country, so they don't bother. they also don't really have much incentive to learn english because they are self-sufficient in terms of entertainment media. Europeans, SEA, and South Americans have incentive to learn english because they want to consume english movies, tv, video games, etc. since their countries don't make enough stuff in their own languages, whereas the Japanese have more than enough stuff in their own language.
