It's pretty obvious that, despite their success, Cover sees HoloEN as second-class citizens. Just look at the poor quality of their group cover song, giving them zero assistance on projects (like Ame doing the entire anniversary stream setup herself), and how bad things like Gura's rigging were. See also the JPs getting special treatment with regards to the Minecraft server. They probably expected it to flop and resent that the white pigs get so much more attention than the JP girls get.

On sheer number, yes, but only at the level of niche circle where JPs appeared on national television, being interviewed by comedians and on talk shows, having their images plastered over train stations, convenience store chains and sports events. By all means, JP holo are at the level that legitimate businesses and corporations was willing to sponsor and use their images for promotion. Their reach is just much wider then EN who are stuck at the level of a curiosity at worst and e-celeb fad at best.
