It most certainly is that.
While it's a shame it took as drastic as one of their top-level talents leaving to make management a bit more scared, Gura has openly stated in recent streams (as of at least late September) she has stopped caring as much about what management has to say about her actions or her content overall. I think we're hitting a level where the ENs are now openly throwing their weight around to pursue some larger passion projects and content.
Keep in mind, I don't think they'll start openly talking about how big of a shit they took or how their dildo batteries ran out (nor would I personally want that), but there has been a distinctly lax air about EN management as of late, which is overall fine in my opinion.
Permissions still fucking suck though, and I feel like Niji probably has the advantage there.

Lyrica would be an absolute home run for NijiEN and Nijisanji in general.
