Low numbers doesn't mean bad because there's always undiscovered treasure, but high numbers means something is at least decent.
Decent doesn't mean it's to your taste though, in the end it's subjective what you personally enjoy (critics that act like there's objective quality are arbitrary and pretentious). Looking at who is enjoyed by many people is the only criterion for judging entertainment that approaches something like objectivity.
