He's a military brat.
To be more explanatory he's the child of someone who was in the military for the majority of Digbys childhood. My guess is airforce as the effects of this lifestyle are most heavily pronounced with them due to the RAFs tendency to move people around every two or three years.

We have a few bases near where I live that are basically used as retirement postings for people who were in for a full career as they adjust to civilian life and go through their discharge. So a lot of military brats (their term not ours) wind up just dumped here. They have no particular attachment to anywhere they can actually go since they've not lived in any one place long enough and those places they do remember are generally on base and off limits to civilians.
They have no attachment to this area but no compelling reason to leave. No links or history that bind them to it and no ability to really forge those connections.

They ALL have that accent. I hear it in Digbys voice. Most people who move around a lot outside the military develop a mix of accents and their voice becomes somewhat flexible as a result. But the military brats all live in an isolated bubble outside of society and so all develop this same accent that you can't really place. They all make the same joke about it being standard issue, as if they got it from the armoury or something.

Most of them will just drift through life not really sure what to do with themselves. Their development is generally a bit weird, they can't really develop any skills or hobbies that require you to be in one place for a prolonged period whether that be to access resources, facilities or teachers. Worse they tend to have very limited initiative, they'll avoid trying to actively do anything and will instead just drift.
But they're extremely self reliant and more than capable of adjusting to any changes thrown at them.
As for their people skills? By normal standards they're fucking chimeras. Most of them will put on the same friendly front that I see with Digby. Because they're so used to constantly meeting new people they just easily slide into existing social circles and make "friends" with anyone. Problem is to them those connections are superficial at best, they learn early on that people come and people go so its not worth getting too attached to anyone so those friendships are broken or forgotten just as easily as they're made.

This place is a fucking mecca for private therapists in the UK. Because there's a metric fuckton of these kids running around and a good chunk of them will eventually realise there's something wrong with them. And a lot of them will try therapy.
It rarely works but they're easy clients and once they get into the routine of seeing a therapist they likely won't stop until something forces them to stop. It's why I came here.
There's no real resources or effort going into helping them. Everyone just sort of ignores the effect being in the military has on the family especially the children.
Digby ain't the worst I've seen, but he's far from the best.
