Because she hit pred (the highest rank in Apex) all the way back in season 1 and she admits she's washed up.
Kuzuha and co have hit pred on their RM accounts repeatedly, but Hal only looks at their work accounts, which are diamond 3 at most.
The gorilla is worth 11 points and is a current pred, he can probably solo kill half the teams if he doesn't get third partied.
Festival is worth 8 points also, do you think she's as good as a diamond I or master player?

Shibuya Hal's ass, as you can see there's multiple Masters at varying points because he's retarded, team 12 is a good example. He does take PL/RM ranks into account though, and he (usually) ranks women a smidge lower to fill out teams easier.
