I've never watched you, just seen your design here but here's my opinion. I think you're too attached to the furry bits in your design and wanting them to be out and seen might just be limiting your options. There's a lot you can do to make for interesting shapes in the clothes or silhouette that might make it more eye catching and not be specifically skirts and tshirts.
I'm far from being good with fashion, but I do have some interest in some early 2000s choices that some artists use a lot (vinneart was the one I took the topleft image). if you want to actually go for a more gyaru look, you can also lean more into a more traditional gyaru look with a school uniform, it's not bad for a casual outfit. Worst come to worst you can always just hit pinterest and look at ideas there, I do that all the time when looking for drawing references.
