Because she spent the first half of her career whining about how she had trouble making friends in Hololive until Kiara became friends with her even though Rushia's been trying to be close with her from the start(at least publicly, where it matters). Fubuki and Miko are known for being professionals on stuff like this and are expected to act as such since they both dealt with this situation many times. Watame, Marine, Nene, and Pekora shown clear signs to their fans that they were a little down about it. Kiara who barely knew Rushia had a mental breakdown about it. It's just how Flare(and Noel I guess) handled the situation and the fact 3rd Gen was known to be the most unified Gen overall shed a light on a lot of things about Hololive.

I'm not saying they shouldn't feel how they feel about Rushia since I don't know what she did behind closed doors outside of narratives, but it shown thousands that Hololive isn't this big family that the vtubers try to fool you into believing.
