In theory yes, in practice not always. All the driver fix did was to limit the boost of the cards without sacrificing too much performance.

The technical TLDR
Some AIB overclocked card bios settings ignore these power limits so a driver side fix will not always necessarily fix it in all scenarios. Additionally, the the noise in the power delivery is affected not just by the components of the cards but can be linked to the entire power delivery chain to the computer itself. Power noise depends on how clean the power is at the wall, how well can the Power Supply filter out this noise, and then how well does the board further filter noise before delivering it to the core. That's why the best professional setups never take power straight from the wall, they go through a expensive UPS battery unit first to clean up the power.
