Thousands of vtubers have discords that lead to no problems whatsoever, and create a fervent and dedicated core community via closer knit interaction, which leads to more OC, which helps reach and growth through promotion. Just because you can point to half a dozen cases where something went wrong because the community was not managed properly does not invalidate the vast majority of discords being between inoffensive to vastly helpful.

You are probably overthinking it and the streamer didn't think nearly as hard as you are about what they were doing. I agree its not really beneficial to hyperfocus on one individual in a chat, but the majority of the time when you see that happen it is just the streamer being socially unawares of how it looks, and possibly also you reading your own insecurities into the situation adding to how you perceive it.
