Twitch randomizes which channels on the list are featured on the front page.
I've seen the same channels consistently being the ones getting over 1k viewers, while a whole bunch of others stay under. Looking at their previous streams before the event, they all used to have way less viewers.

Also adding that the front page VTuber takeover section randomizes which channels are featured, so that's more evidence pointing to the channels actually growing their audiences.
