Millie would be S tier if she hadn't had her powers stripped away after going to the overworld. Pomu could be higher or lower given preparation time, but she has an unknown amount of Pomus at her disposal, which makes her A tier. Reimu is basically untouchable and the dragons are likely unbeatable by any of the others.
