That's a wild oversimplification. The biggest difference in monetization between Affiliate and Partner is twofold:
1. Affiliates get a 50/50 split on every subscription tier. Meanwhile Partners get 50/50 split at Tier 1, 60/40 split at Tier 2 and 70/30 split at Tier 3.
2. The second one I'm more hazy on, so take this with a grain of salt, but it goes something like this - there are some extra fees and taxes you pay before Twitch takes its 50% split. One of those fees goes from being paid by you (as an Affiliate) to being paid by Twitch (when you become Partner).
The point is: the 50/50 split for Tier 1 subs doesn't automatically change because you become Partner. It changes once you sign a contract with Twitch and renegotiate the terms.
However, there's no guarantee that Twitch will change the terms in your favor. They can just say no to you getting a larger share. But lets say they signed Lumi on and agreed to give her more favorable terms, I find it INCREDIBLY unlikely that Lumi managed to negotiate a 70/30 split as someone who just got partner and averages in the lower triple digits. And as far as I know 80/20 is unheard of, even among the largest creators. At best she might get 60/40.
Obviously though, only she knows what she gets so I could be completely wrong about all of this. I'm just going off of my streamer friend's experiences and what I've read online:

Maybe. That sounds more like a subjective opinion to me. But even if what you say about YT culture is true, you have to consider that enough people drop 50-100$ superchats to make the difference, while a Twitch sub is only worth 5 dollars (2.50-3.00$ after Twitch get their cut). It evens out in the end as far as I'm concerned.
