bonganon here, did some research and seems like the only con (besides VeXpo from a few threads ago) that has had big name vtuber guests in the past is Animecon UK. Might be too late to make a request for this year but fuck it I sent them an email anyways regarding this year or next year (and you should too). Did the best shilling I could and mentioned how they sell out tickets at other cons and have a dedicated audience and shit. Their website makes my eyes bleed and the contact form on the website is broken but (You) should send an email to the address on their contact page. NEVER GIVE UP EUBROS! POWER IN NUMBERS! will update if they ever reply
