You've just cherry picked two examples from two different industries in an attempt to make it seem as though the comparison is somehow natural. Literally every company in the world works much closer to the Hololive method, including the company OP probably works for (assuming he's not a NEET). The only reason Hollywood actors are able to work effectively freelance is because each movie is a seperate project. Floating staff allow studios to be flexible with who they hire. You also have to keep in mind that being permanently contracted gives benefits (such as job security) that the studio would be liable for. In other words, if they had actors on contract they would HAVE to use them in the majority of their movies, which would limit what they are able to do with the same supply of actors. There's also the fact that when you're working at that high a level (where you get paid millions for a project) an actor has more ability to negotiate. It's the same as top sportsman signing with a team for a set number of seasons. By comparison, there are plenty of smaller indie studios that do have actors on permanent bankroll. And of course the major studios do keep the majority of their staff (AKA the crew) on permanent contracts, so you're point is just cherry picking no matter which way you swing it.

Why do people still do this?

Typically in hololive you get a 3D model after around 6 months and a second Live2D after a around a year. They reversed it for EN because 3D needs them to go to the studio in Japan.

This is why Gen 5 still doesn't have second outfits despite having 3D. Stop being retarded and actually look at what happens with others if you're going to make comparisons.
