I am at a loss here, trying to understand what exactly you are trying to show with these cherry picked examples.

There is a perfectly reasonably metric to measure the habitual peak for a vtuber in an undisclosed stream, and that would be
>the median of peaks
That is an easy to understand metric which can be summarized in one sentence

>the median of peaks is the number above which (and below which) half of the peaks will fall in a period of time.

That makes is easy to compare two streamers, given a wide enough span of time and number of streams.
Let's make the interval wide enough to "flatten" any possible outlying period of buffs: 90 days.
Pic related has the

for Kuzuha, that's a wide enough span to smooth out his outliers.

Kuzuha, except for his stint as Koshien captain, has a 20k-25k median peak. Sometimes he beats it, sometimes he trails it but, on a long enough period (90 days) he stays over that line.
Likewise, over the same period, he has a 20k average.

That puts him in the absolute top of the industry for men but, as the next chart will show, that does not put him on equal footing with Holos
