Even if its true (which it most certainly is not), turning down/off the filter would lessen the server load by a lot, because it is rewriting almost every reply, turning characters into generic, samey shadows of their former selves. It's like one user always writes with two bots simultaneously. The amount of upsides it would have in just about every way to turn down or entirely taking out the filter is staggering. The quality of the experience would skyrocket even for SFW.
