It's not just an assumption about the audience, it's a truth about the localization team as well. They often lack the cultural context to understand why things were written the way they were, and because they don't understand that, they change things that should never be changed.
The thing is, the original writer doesn't need to know any of this, the original writer can just do as much research as he needs for the script he's writing. But the translators need to reverse engineer things, so they must understand it, they must catch every reference, they must be well versed in the literary genre, and so on.
Anyone with this much cultural baggage, ability to write well and fluency in two languages is almost certainly not wasting their time translating entertainment.
That being said, picrel puts it perfectly.

It's both extremely unprofessional and disrespectful to alter someone else's work because you think you can do better. Write your own script.
