It's not really their fault, but women that develop tits tend not to develop personalities because men are constantly after them for their bodies, so they don't need to put in any effort for attention. This also effects their character because they become promiscuous at a young age. Pretty much the only exceptions are women like Noel that got put into girl-only schools.
