To be fair, lapels evolved from a closed throat military jacket. It was way too hot to wear closed 99% of the time when not outside, so they'd open the jacket and press the collar flat against their chest, which is why you can still unfold proper lapels if you need them to break the wind around your neck, but they're not intended to have that done anymore.
