The decision internally has been for EN to approach the question much differently hence their focus on moving away from "generations" and instead packaging gens as their own brand (HoloMyth, Hope, HoloCouncil)
"Gen 3" is slated to be a mixed gen with five people currently slated for its roster.
Two men, three girls. They wanted to make it even numbers both ways but they had a hard time with the male applications, most who got through early screening had to be dropped for various reasons.
The theme/lore is based around super sentai and they will be released under the title "HoloSentai"

They were supposed to be released soon after Councils anniversary event where they would be teased.
But Sana leaving and problems with their initial run of assets made that untenable so they have been delayed.
They will be releasing with a ten minute animated short mostly focused around their lore.
Current plans are that there will be a 3D series similar to hologra for them taking the form of a super sentai comedy/parody. The episodes will have a considerably longer run time however with a planned runtime of fifteen minutes (approx) per episode. With plans to increase the runtime depending on popularity. Current planned release schedule is every two weeks with four episodes mostly finished at this point (the aforementioned asset problems)

HoloSentai is a project primarily spearheaded by Yagoo in response to concerns raised around the shortcomings of HoloCouncil and other recent generations. There has been a lot of talk internally that Hololive might be getting into a rut, becoming unable to innovate thus leaving it vulnerable to competitors and making it unattractive to the quality of talent they're seeking to attract.
The goal here being to create a web series whose stars you can interact with in that vtuber context and whose fans can have more influence as a group over how the plot of the series progresses. Hopefully driving engagement, merchandise sales and advertising possibilities.

At this point there is some talk of a late august early september release date.
By that point the Sana mess should have died down and all asset problems been resolved.
