What's limiting her in terms of projects are really personal factors I'd say. Again her managers can probably help her more with that but in the end, it depends on her. Girls like Mori in EN and say Koyori in JP have good outputs in music and participate in a lot of other stuff but can still manage to stream regularly. She admitted herself that projects are one of the things she likes about this job. Company projects are only gonna ramp up from here on out with holotori being an official unit now and Council gaining seniority. I'm not asking her to become a workaholic like Mori but how much she can put out depends on her juggling between civ duties, doctor's appointments and streams.

The drought is temporary because of health-related delays and wanting to build a backlog of stuff to release over time. She's keenly aware of her streaming content and importantly wants to stream. Even if there are more projects from cover's side lined up for the latter half of the year I doubt streams would be as sparse as these couple of months. This first half of the year really is an anomaly.
