I agree that out of Council Mumei realistically has the highest growth potential. Kronii technically could recapture the magic, but I think she doesn't have to the drive while everything I've seen from the owl points to her sacrificing some of her health to keep up with both Hololive and school, so if you could remove school from the equation she'd have a good work ethic. My only concern for her is the week break she'll take in December, but if it's gonna be during Christmas week it might not affect her growth too much.
