Cover wouldn't benefit from letting their talents collab with Lazulight or Obsydia in their early days. Meanwhile Tempus doesn't have the best designs or a clear target audience so they need to get themselves known first, and interacting with the Niji boys is the best idea (it worked for Shoto after all).
Suddenly lifting the collab ban would mean there's a specific condition that needed to be fulfilled and that obviously would be that Hololive benefitted from it, which is in Cover's best interest.
