I don't think active viewers (by which I presume you mean live viewers) and subscriber count are the metrics you can derive this from. Especially the latter; you can be an utter brat and have high subs and views on your gameplay content (I cannot think of a vtuber example contradicting this unless you consider Anya's sassiness as unlikeable, but someone mentioned DSP here so let's go with that?).
I don't see how VOD viewership would matter less than live viewership, and she's surprisingly closer to Ame than Ina is to her, in spite of all the engagement-heavy long streams (marathons, sing to x, zatsudans) she does which would make you think that she's mostly aiming for live viewers.
I think the more important issue is this:

No one ever said that the conventional idol vtubing streaming format is actually good for numbers in the long run. In fact, Gura and Mori having high numbers in spite of neglecting all those would suggest the opposite (at least for Global/EN audiences, and then they are both very different streamers altogether).

I wouldn't shove all of those things aside, but I think you are pretty right about the charisma and voice thing. Her extraversion and "loudness", as well as the cadence of the voice, tend to be much less agreeable and inoffensive than, f.e. Ina. And Ina is a very skilled streamer, her Pixiv event was amazing.
That said, I think she fills a good spot in terms of uniqueness, at least inside Gen 1 she doesn't have to fear that someone does 6h Zatsudans ot talkshows with JP like her but better.
