It isn't, it went through the process of reappropriation: https://en.wikipedia.org/wiki/Reappropriation but troons only saw the original definition of it and threw a fit anyways regardless of how the word is actually used. Originally it referred to men who dressed up as women with the intention of "trapping" other men but nowadays it's a benign term used to refer to crossdressers regardless of their intentions.

TL:DR It's only offensive for the word's origin, not for it's actual usage.
