>Do all artists and riggers have these bullshit rules when you commission them?
yes. online art commissioning has been a thing since the 1990s and (most) artists know the best practices to keeping their IP safe.

>I own all rights to the character and will upload to my personal website
yes, because they literally created the work. they own to the rights TO THAT SPECIFIC PICTURE, but not the underlying character design. (ex. someone can draw a picture of Superman, and they would own copyright in that specific picture of Superman, but not to the concept of Superman himself)

>you may not resell in any way
this is pretty standard. the commission is for you. they don't want you to take that and flip it to someone else for more money.

>you may not make alterations to the design other than cropping
pretty standard too. under copyright law, this would fall under "derivative works" where you change things up and the artist owns that right.

>you may not remove my signature from it under any circumstances
this one is generally more for flat png illustrations and for crediting purposes. i haven't come across this in any live2d model commission.

>you may not use the work for commercial uses
this is where most people entering vtubing may have concerns. if you vtube and intend to make money off subs and donos, it's a commercial use. (most) artists realize that's the entire goal and will include an additional fee that allows you commercial use of the model.

otherwise, that line in there is usually for things like taking a commission, printing it out on a billion buttons, keychains, books, and then reselling that.

>nevermind the fact that being unable to do alt outfits or re-rigging parts without the artist seems like a PitA
you don't need that artist, you can always find another artist to redo you when you want to change things up. pic related
