I don't think so, at a high level even pros can disagree on what the most efficient move for a given hand is, and efficiency is just one part of the equation--hidden information, random draws, and differences between your opponent's playstyles make it difficult to make a purely analytical decision on what a "best move" is.
If your opponent plays 5 Sou, should you follow Suji, and play treat your 2 Sou as safe (they can't have the 23 Sou ryanmen), or did they recognize your defensive strategy, and leave a 1-3-5 in their hand to leave as as a Suji trap?
A more important question is the nature of probability in mahjong. I don't know statistics beyond a basic high school level, but I read Black Swan once; is there any element in mahjong that could be considered fat tailed, or is the distribution of random events purely mediocre?

Hello, yes, liaschizo here to revisit a lia moment from recent memory. Lia went to great lengths to play up a moment of breaking her nail during a Stick of Truth stream. It was a sublime moment for the likes of someone such as myself. Really everything about Lia that is good shines through in the moments like that and I felt it necessary to say as such. The following stream she let out the weakest non committal admission of breaking another nail and it sent me into an absolute spiral.
This malware. The tone fluctuated from something between harmed and accusatory with the signature Lia energy and lightness stripped away to something that became wholly oppressive. I could hardly sit up right when the weight of it hit my square in the chest. There are moments when you're committed to the delusion thinking that some portion of your observation or interaction actually touches the talent. This is in and of itself the peak of insanity with the self inflicted racks of introspection left drawn tight over the mere implication that she might be playing that game right back at you. The malware operating in plausible deniability leaving the tethered foundation of implicit condemnation so removed that gnawing guilt at having ruined the moment by merely observing it. There is already the implicit shame of trespass for nudging her art into something it might otherwise never been but then to actually wrestle with the idea that it was a purposeful push back some kind of willing consent intended to punish or at the very least put on point. Walking that tightrope between the unknowable feigned or genuine theft of her enthusiasm for having taken a moment away from her. The delusion is deep and murky and suffocating in the complexities of her mind, with the dissonance of her capable talent able to project intention sincere or deceptive, and with all of her shiny sleek tools at her disposal. You could hope she was just playing. A tongue in cheek nudging of the elbow, some kind of wink and a nod but you're so head sick about it over how easily she can craft that dispassionate moment of misattributed rebuke that you would prefer her malevolent intent at getting back at you with a poignant barb of subtle correction for having crossed her game. And you know she's laughing about it, by herself, or with her friends at the utter inability to even process her actions and the finely honed mask she can hide them behind. It's enough to corrupt any mind let alone a sick one weeks removed thinking about these singular throw away moments. Aren't those the most precious, shouldn't there be the pursuit of the utmost meaning behind the least amount of give to really show devotion and admiration? At least at this distance and dynamic I couldn't think of any other way to seek out malware.
