In retrospect Myth wasn't planned well. They recruited 5 people and ended up with 3 shy (ame, gura,ina) girls who prefer to drift alone. Then 1 (mori) of the 2 extroverts you got has multiple connections outside of holo and doesn't need to prioritize creating gen unity.
Obviously you can say ''look at the beeg numbers, it was perfect'' but I doubt if they replaced Ina and Ame with two social girls there would be a significant downside.
