If you want a tinfoil explanation, it's because videos from certain goverment figureheads were getting terrible like/dislike ratios, same for certain corporations' announcements and news outlets' stories. It's in the interest of nations to surpress that sort of thing. Pic related.
Either way, it'll not have much of a negative impact on Nijisanji EN, so that's good I guess. If I recall, Youtube promises that the video uploader will still be able to see the dislikes, so if you were worried about user feedback, that's still there. They just made it easier to trick dumb people into not thinking too much about what's being presented.
