Except Ina "debuted" on Hologra the first of Council. Reine's Hologra is coming after all others and far behind too.
As for why it's delayed, I'm very sure it's because of her having had (still has) too much work on her, as you mention. Can't tell exactly how it's gone with management of course, I'm just on the fan POV here. But it can be Reine's recording came in late, it can be to space up the Reine appearances in Hologra, it can be because a lot of members could make it in for whatever reason the script invokes... All we can do is wait, and hopefully not an eternity.
