What you're describing is basically a modern cross-country ski boot buckle, which you can release by just pressing on a latch with you ski stick. It probably needs to be steel, because it's a small part that has a lot of force applied to it, but while the ones I've seen are quite intricate, I think this might be a technology that arrived late in history simply because no one thought too hard about skis until then, not because of any technological limitation... It's just springs and basic fab, certainly easier than a lot of gunmaking going on in our current period.
